Chief Secretary reviews works under Special Plan Assistance

Chief Secretary Alok Kumar Jain, while reviewing the proposed works under Special Plan Assistance (SPA) at Secretariat on Wednesday, directed the officers to keep in mind how life of common people could be improved. Old age homes, hostels for working women, crèches, orphanages and shelters for labours would be constructed. He also laid emphasis on constructing low budget houses for poor people. He asked the departments to prepare proposals for these.
Jain said that PWD would undertake widening of Court McCanzy Road with the budget of Rs5 crore at Mussoorie till Hathi Pau. SPA would provide Rs 2 crore for construction of this 10 km long road. Widening of Shimla-bypass alternative road from Majra to Dhamawala would be undertaken with `45.60 crore and this year `5 crore would be provided. Food and Supply Department would construct godowns in 54 places for which free land was available for 30 of them. `5 crore would be provided by SPA this year for the godowns that had to be constructed with the budget pegged at `25 crore. Fire Lines would be constructed to prevent forest fire for which `10 crore would be given. Jain said that forest fires had to be taken in serious notes as it resulted in heavy losses. He also stressed in awareness programmes to sensitise the people. It is also necessary to make arrangements of fodders for animals of villagers.
He laid emphasis on promoting commercial utility of pine needles and ensure participation of Van Panchayats in it. He also asked the Forest officials to take safety measures for the villagers from wild animals and this year `5 crore would be provided from the SPA.
Jain observed that income of villagers could be increased through forestry and necessary measures ought to be taken to improve forestry. This year Rs. 20 crore would be provided from SPA for the construction of Rs. 160 crore Forestry University, Bharsar. State Asset Department would construct guest houses in Rudraprayag and Haridwar for which `5 crore each would be released this year. Urban Development Department presented proposals regarding construction of elevated road and improvement of city bus service with the participation of private sector in the meeting. These proposals would be separately discussed.
The meeting was attended by Principal Secretary PWD S Raju, Principal Secretary Planning S Ramaswami, Principal Secretary Agriculture Om Prakash, Principal Secretary Higher Education Rakesh Sharma, Secretary State Asset MH Khan, Secretary Urban Development Umakant Panwar, Secretary Finance Radha Raturi, Secretary Food Subardhan and other senior officers.
