Already plagued with numerous problems, cash-strapped UttarakhandJalSansthan in Nainital division also has to bear the burden of unpaid bills totallingRs 89.59 lakh by various government departments. The government agency is responsible for supply of drinking water and maintenance of sewage system in the town. 

Various departments owe Rs 87.32 lakh for drinking water supply, excluding Rs 2.27 lakh as sewerage maintenance charge, to the jal Sansthan. The state guest house in Nainital division tops the list with dues amounting to Rs 26 lakh, closely followed by the revenue department which owes Rs 24 lakh to the Jal Sansthan. The Governer's House also has pending bills worth Rs 2 lakh with the water supply body. 

Even though, Jal Sansthan has served notices on the defaulters, it is yet to get any response from regarding clearing of dues. "We serve notices for pending bills every three months, but seldom get a response. ," said Jagdeep Chaudhary, executive engineer, Jal Sansthan, Nainital division. 

The agency is already grappling with shortage of funds and is finding it difficult to provide dayto-day services with unpaid bills mounting up. "It is very important to keep the drinking water supply going without any hassle, but unless we have adequate funds it becomes difficult to maintain regular services," Chaudhary added. 

Other departments with pending bills include health, education, public works department, irrigation and the government polytechnic institute.
