<span style="font-family: Times, Times New Roman, serif; font-size: large;">According to Satyavrat Bansal, Director General of Police, although Delhi police has not contacted Uttarakhand police in the case, it has come to knowledge that Sukhdev Singh Namdhari was present at the scene of the crime, and his police gunman Sachin Tyagi also fired three shots from his gun, probably in self defence.</span></div>

His tenure is likely to come to an end in the next few months. It is reported that Sachin Tyagi, a gunman provided by the police to Namdhari, has been detained by the Delhi police in the case. The policeman hails from Bahadarabad area of Haridwar district.</span></div>

The Uttarakhand police is further strengthening its mechanism to control crime against the fair sex, and is bringing up a proposal regarding floating a new body, crime against women cell (CAWC).</div>

<span style="font-family: Times, Times New Roman, serif; font-size: large;">Deputy Inspector General (DIG), Dehradun Range, Sanjay Gunjiyal, is preparing the draft, which will soon be sent to the Director General of Police (DGP) for final approval.</span></div>

<span style="font-family: Times, Times New Roman, serif; font-size: large;">Uttar Pradesh has also created such a structure quite recently. Gunjiyal said: " The idea of creating CAWC was mooted with my friend and counterpart in Lucknow, Uttar Pardesh, before he launched it in UP. CAWC here will primarily deal with crime against women such as stalking, eve teasing, crank calls, lewd texts, obscene videos, fake posting of photos or tampering with profile or other such mischief on the Internet or harassment of any sort, be it at public places or anywhere else. All this will be amply covered under CAWC."</span></div>

<span style="font-family: Times, Times New Roman, serif; font-size: large;">While airing his view on the subject, Inspector General, Law and Order, Ram Singh Meena, said the state police had already created structures such as women's helpline and women's protection squad at the district level, where the former attended to women's issues pertaining to marital disputes, whilst the latter comprised a team of police personnel who took action on complaints against eve teasing or harassment.</span></div>

<span style="font-family: Times, Times New Roman, serif; font-size: large;">The clear demarcation of structural and functional layout is absent in the latter, which is why it has not proved much effective. Women constables have been appointed in each police station/post for the very purpose but this, too, failed to yield the desired results.</span></div>

<span style="font-family: Times, Times New Roman, serif; font-size: large;">Gunjiyal said a need was felt for a long time to come up with a strong alternative, a body which not only covered the existing lacunae in the structures formerly floated somewhere on the similar lines, but was also equipped with a vast scope of ambit to function and power to carry out their responsibilities.</span></div>

He did not elaborate much on it, saying that it was still in the nascent stage. Once the blueprint got ready, it will be sent to the DGP for final approval.</span></div>

The inclination of sensitivity toward women, for being susceptible in society, has well percolated from top to bottom. Recently Senior Superintendent of Police Kewal Khurana also took Women's Helpline under his direct control and has begun giving special attention to the disputes reaching to him via the body.</span></div>

Stay at Corbett will now no more be a one-night affair. The Corbett authorities have made a two-night stay at Corbett mandatory for tourists visiting Corbett so as to ensure that only serious wildlife lover comes to the park.</div>

<span style="font-family: Times, Times New Roman, serif; font-size: large;">Tiger-famous Corbett in recent times has been facing a large number of visitors leading to questions often being raised about the park's tourist intake capacity. Most of these tourists are either day tourists or those who wish to spend just one night at Corbett and want to have quick visit, which often leads to more of commotion inside the park. These tourists intend to see maximum wildlife, including tigers, within a short time span.</span></div>
<div style="background-color: white; text-align: justify;">
<span style="font-family: Times, Times New Roman, serif; font-size: large;">Corbett Director RK Mishra asserted that those tourists who wanted to stay overnight would now have to at least stay for two nights. He said this condition had been introduced solely to attract only serious wildlife-lover tourists and prevent unnecessary crowding in the tiger reserve.</span></div>
<div style="background-color: white; text-align: justify;">
<span style="font-family: Times, Times New Roman, serif; font-size: large;">Hem Singh Gehlot, who had been working in Corbett for long, welcomes the minimum two-night stay condition. "Certainly, only serious tourists must go to a tiger reserve like Corbett. This is necessary when the park is facing unnecessary pressure of tourists and voices are being raised to regulate tourism inside the park," he pointed out.</span></div>

<span style="font-family: Times, Times New Roman, serif; font-size: large;">"Many tourists arrive during the evening and leave the subsequent day after staying just for a night. This leads to unnecessary crowding in the tiger reserve," Gehlot pointed out, adding that it was also to the benefit of the arriving tourists as a two-night stay would also redress their complaint of fewer sightings of tigers.</span></div>

<span style="font-family: Times, Times New Roman, serif; font-size: large;">Uttarakhand Principal Chief Conservator of Forests RBS Rawat, too, asserts the Corbett Director's decision of minimum two nights' stay was guided by National Tiger Conservation Authority norms that have been very strict in regulating tourism in tiger reserves of the country.</span></div>

<span style="font-family: Times, Times New Roman, serif; font-size: large;">However, those engaged in tourism in Corbett assert that such two- night stay pre-conditions can take small-budget tourists away from Corbett. Munish Kumar, a local villager in Ramnagar, termed Corbett authorities' decision to make minimum two-night stay at Corbett as both against tourists and also those linked to petty tourist -linked jobs of nature guides and Gypsy drivers. "It seems Corbett authorities want to keep the middle class at a distance from the tiger reserve and only wants to invite high-end tourists," Munish argued. "On an average two tourists spend nearly Rs 8,000, while staying in Corbett overnight, which apart from accommodation charge, includes guide charge, Gypsy charge and other food bills. By making two nights' stay compulsory, visiting Corbett will be out of the budgets of many," he added. He even asserted that those engaged in tourism-linked activities in Corbett were not happy with the decision and were even planning an agitation.</span></div>

Since Dehradun has become the temporary capital of Uttarakhand in November 2000, the peaceful city had lost its tranquility due to increase in population, rapid urbanization and clogging of its few roads.</span></div>

A separate shopping centre was built and the front portion of shops razed to the ground to broaden a portion of the road near the Clock Tower.</span></div>

<span style="font-family: Times, Times New Roman, serif; font-size: large;">But after the initial euphoria, the administrative plan to decongest the busy Chakrata Road turned into failure as unimaginative administrative machinery, bowing to pressure from the shopkeepers lobby, kept on allowing them to not only encroach upon the proposed road and open their shops on their leftover spaces, but also allow many cuts in the road dividers to facilitate their businesses. Despite spending crores of rupees, the problem persisted.</span></div>

<span style="font-family: Times, Times New Roman, serif; font-size: large;">But, it all changed with the appointment of one determined police officer before the festival of Divali.</span></div>

<span style="font-family: Times, Times New Roman, serif; font-size: large;">Kewal Khurana, a young IPS officer was made the Senior Superintendent of Police who took upon himself to improve the traffic situation in the city during festival season. With a little imagination and the help of a few ropes, steel barricades and a few hundred policemen, Kewal Khurana could really improve the traffic scenario. During the entire festival season, there was no traffic jams or snarl ups in the main markets despite huge rush.</span></div>

<span style="font-family: Times, Times New Roman, serif; font-size: large;">Kewal Khurana imposed strict one-way traffic on the busy roads and deployed his reserve policemen on all traffic intersections and busy markets. None was allowed to park vehicles on the roads by policemen as traffic flowed smoothly. More than a million strong population of Dehradun really had a sigh of relief due to the initiative of a single police officer.</span></div>

<span style="font-family: Times, Times New Roman, serif; font-size: large;">However, the residents wonder that for how long this will continue and when politicians, under pressure from shopkeepers, start exerting pressure on him to relax the norms. Chief Minister Vijay Bahuguna must have realized after the Tehri Lok Sabha byelection defeat of his son that it was the residents of Dehradun city which would be the deciding factor in any coming electoral battle and being the residents of the capital city, they deserve a better deal</span><span style="font-family: Verdana; font-size: x-small;">.</span></div>

Tough going for Bahuguna

<span style="font-family: Times, Times New Roman, serif; font-size: large;">Uttarakand Chief Minister Vijay Bahuguna is finding it difficult to please his party legislators owing allegiance to different factions within the Uttarakhand Congress by distributing positions of chairpersons of various boards, corporations and other statutory bodies. It has been eight months that the Congress-led state government of Vijay Bahuguna is in the office but except a few, the Chief Minister has avoided giving such positions to party legislators and functionaries fearing backlash and more trouble for him.</span></div>
<div style="background-color: white; text-align: justify;">
<span style="font-family: Times, Times New Roman, serif; font-size: large;">Since taking over as Chief Minister, Vijay Bahuguna has announced that he is for giving limited number of such positions which are necessary. However, there has been pressure on him from different quarters to adjust legislators and other senior party functionaries. Different factions led by Union Minister Harish Rawat, Congress MP Satpal Maharaj and Harak Singh Rawat are demanding adjustment of their own supporters on such positions. Moreover, state party President Yashpal Arya wants that senior party functionaries who could not get party tickets for the state assembly polls be given such responsibilities.</span></div>

<span style="font-family: Times, Times New Roman, serif; font-size: large;">The Sitarganj Assembly and Tehri Lok Sabha byelections delayed the decision by the Chief Minister and it was believed that he would take a decision by rewarding a few senior Congress legislators at Divali time.</span></div>
<div style="background-color: white; text-align: justify;">
<span style="font-family: Times, Times New Roman, serif; font-size: large;">According to Congress sources, five or six senior Congress legislators were to be given positions but it seems that the decisions has been deferred. The Chief Minister has now announced that since the party high command has not yet approved of the names, a decision could only be taken possibly after the Gujarat Assembly elections in December. He has also talked about the financial burden of such positions that he wanted to avoid.</span></div>
<div style="background-color: white; text-align: justify;">
<span style="font-family: Times, Times New Roman, serif; font-size: large;">But insiders believe that the pressure exerted by different factions has forced the party to defer the decision. The party wants to take cautious decision as during the previous Congress regime of N.D.Tewari, the wholesale distributions of such positions become a political issue leading to the downfall of the Congress government. Interestingly, the BJP government which exploited the issue and came to power in 2007 did the same by obliging its leaders. It is a fact that there are some positions that are necessary to fill for the effective functioning of the state government, including some statutory ones.</span></div>

<span style="font-family: Times, Times New Roman, serif; font-size: large;">It would be seen that how much time Chief Minister Vijay Bahuguna takes in taking a final call on the issue that would amount to opening a can of worms.</span></div>

The runners-up team was from Defense Services Officers' Institute (DSOI) consisting of Brig Kanwal Kumar, Col RB Thapa, Col SS Sandhu and Col A Kharola.</span></div>

<span style="font-family: Times, Times New Roman, serif; font-size: large;">Among the veterans, VR Sagar and Capt KS Sood stood first and second, respectively. Maj TS Jamwal got the prize of the nearest to the pin. Lt Col SZH Rizvi hit the maximum number of birdies and contributed a lot to his team while Lt Col RS Rawat’s longest drive on the 10th hole was also important for IMA. Maximum pars were by VK Dandona. The youngest golfer title went to Pari. The match was followed by a dinner at the Council House, FRI, where the prize distribution ceremony took place. The prizes were given away by Usha Bahuguna, Lt Gen Manvender Singh, Commandant, IMA, Poonam Bhojvaid and Dr PP Bhojvaid, Director, FRI.</span></div>

The local MLA from Karnprayag of which Gairsain is part has claimed that the state government plans to construct the future capital town of Gairsain on the lines of Chandigarh and Assembly building on the pattern of those of in Sikkim and Himachal Pradesh.</div>

<span style="font-family: Times, Times New Roman, serif; font-size: large;">"The government has ordered officers to make the plan of the future city of Gairsain on the pattern of Chandigarh to make it a planned city of the state," said Anusuya Prasad Maikhuri, Congress MLA from the Karnprayag Assembly seat.</span></div>
<div style="background-color: white; text-align: justify;">
<span style="font-family: Times, Times New Roman, serif; font-size: large;">According to Maikhuri, the House will be a symbol of transitional Kumauni and Garhwali architecture and will be the blend of both cultures. "Weather the House will be large one or small, it is not known yet, but it is sure that it will possess hill architecture," said Maikhuri.</span></div>

<span style="font-family: Times, Times New Roman, serif; font-size: large;">"The proposed plan for the town and the Assembly will be presented before the government soon and only after the real nature of the Assembly will be known," said the Congress MLA.</span></div>

"We are afraid that in making the town as capital, long-standing local issues of Gairsain will be pushed back as we have been demanding the district status for the town, which has not been promised by the Chief Minister while making high claims of making the town as capital of the state," said Bishen Singh, a local businessman of a village.</span></div>

A woman was killed by a leopard in the Lamgara area of Almora district on Divali night despite claims of the Forest Department of freeing the area of man eaters. Kamal Devi of Dhankhoi village in the Lamgara block was killed by a leopard on Divali night when she had gone to collect fodder for her cattle in a nearby forest, said MK Bahukhandi, a forest officer of Almora district.</div>

<span style="font-family: Times, Times New Roman, serif; font-size: large;">The officer added that after the incident the department had sought permission from the higher authorities to declare the leopard as man eater so that it could be eliminated.</span></div>

<span style="font-family: Times, Times New Roman, serif; font-size: large;">It is the fourth killing by a leopard in the Lamgara area of the Almora district in a month and second after the area was declared safe from man eaters, said Devendra Singh, former pramukh of the Lamgara block.</span></div>

<span style="font-family: Times, Times New Roman, serif; font-size: large;">According to Forest Department sources, this was the fourth killing by a leopard in the Lamgara block alone. The Transport Ministry has banned the operation of 378 old and worn-out buses of the department in the state. However, it has not announced any addition to the existing fleet of buses as the sudden reduction in their number is bound to affect transport services.</div>

<span style="font-family: Times, Times New Roman, serif; font-size: large;">Asked about the status of worn-out buses and any plan to purchase new vehicles, Transport Minister Surender Rakesh said, “I banned the operation of 378 old buses recently. Of these, 176 buses were plying in hill areas. These had plied for at least six lakh kilometres over the last 15 years. Similarly, 202 buses, which had covered eight lakh kilometres and had also operated for almost 15 years in the plains, had also been banned. These buses were in a bad shape and incurring losses on account regular defects. They usually remained parked in workshops for repairs for long durations.”</span></div>
<div style="background-color: white; text-align: justify;">
<span style="font-family: Times, Times New Roman, serif; font-size: large;">The minister admitted that with 378 of the total 1,173 buses taken off the road, the transport services would be severely affected. He said to minimise the effect of the move only 170 buses had been taken off the road in the beginning and the rest of the identified buses would be discontinued after the department buys 160 new ones. The proposal was placed before the Cabinet and the state government had sanctioned Rs 25 crore for the purpose. As and when the department gets funds, the process of purchasing new buses will start, he added.</span></div>

<span style="font-family: Times, Times New Roman, serif; font-size: large;">Rakesh said, “The state government has set up a committee to evaluate reasons for the losses incurred by the Transport Department and suggest concrete steps to turn it into a profitable entity. However, only one meeting of the committee was convened three months ago. The Tehri Lok Sabha byelection consumed our time. I hope sincere efforts will be made in this direction.”</span></div>

<span style="font-family: Times, Times New Roman, serif; font-size: large;">It is due to the poor condition of the buses and unsatisfactory services of the Transport Department that private bus operators are making profits. They are even resorting to overloading in hill areas and paying less tax to the government. Besides, there are other private transport operators who ferry passengers to various places across the state. They must be doing it illegally at main locations like the ISBT, railway stations, Parade Ground, Rispana Pul and Niranjanpur Sabzi Mandi. The connivance of the traffic police with private transporters cannot be ruled out. Most of these transporters operate their vehicles to Saharanpur, Mussoorie, Tehri, Pauri and Uttarkashi. </span></div>

<span style="font-family: Times, Times New Roman, serif; font-size: large;">Addressing a press conference today, Agarwal said the registration was mandatory and those citizens having Aadhar numbers would also have to register and fill the know your residence (KYR) form.</span></div>

<span style="font-family: Times, Times New Roman, serif; font-size: large;">“Unlike the UID project launched by Aadhaar, the registration under the Home Ministry’s NPR of the Indian Citizens project for citizens above the age of five is mandatory. The citizens will have to fill the KYR form for the NPR delivered at home. After this, biometric capture, photograph, iris prints and fingerprints will be taken,” said Agarwal.</span></div>

MP from Garhwal Satpal Maharaj, while inaugurating the campaign, said once a Vidhan Sabha Bhawan was constructed at Gairsain, it would be the first hill station in the state to be developed properly after Independence. While hill stations like Mussoorie, Lansdowne and Almora were developed by the British, no hill station had been developed after Independence. Gairsain would be the first such hill station in the state.</div>

To get this goal, the state government is applying to the Centre to give more aid to the state in the sphere of medical education. Harak Singh Rawat, Medical Education Minister of the state, made this announcement at Haldwani today. Rawat was speaking in a programme organised at Sushila Tiwari Medical College.</div>

We need more than Rs 1,000 crore to establish three more medical colleges in the state. We will again appeal to the Centre to grant more funds towards this need of the state,” said the minister.</span></div>

<span style="font-family: Times, Times New Roman, serif; font-size: large;">Later the minister told mediapersons that a separate directorate of medical education would be established in the state to improve the standard of medical education. “To pave the way for appointment of doctors in medical colleges, the notification process of the Haldwani medical college will be started soon,” he said.</span></div>

<span style="font-family: Times, Times New Roman, serif; font-size: large;">Speaking at the first ever conference organised between the state government and the Central Command Headquarter today, he said in border states like Uttarakhand, coordination between the government and the Army was very essential.</span></div>

<span style="font-family: Times, Times New Roman, serif; font-size: large;">He said the state government was sensitive towards demands of the Army and it would be its endeavour to fulfil them after perusal on the government level. He urged the Army authority to take appropriate measures to resolve problems being faced by the local people in movement and construction of basic infrastructures in the cantonment areas. He said the possibility of development works in cantonment areas under the JNNURM would also be explored.</span></div>

<span style="font-family: Times, Times New Roman, serif; font-size: large;">Bahuguna said Uttarakhand had rich military culture and 10 per cent of its population was directly or indirectly connected with the defense forces. Extending his gratitude to the Army for its services during natural calamities, Bahuguna said the state government paid tributes to Maj (late) Ramesh, who lost his life during the construction of Valley Bridge at Uttarkashi.</span></div>

<span style="font-family: Times, Times New Roman, serif; font-size: large;">General Officer-in-Commanding in Chief of Central Command Lt Gen Anil Chait, welcoming the Chief Minister, highlighted that there were 9 cantonments and 14 military stations in the state and more than 50,000 Army personnel were rendering their services.</span></div>

<span style="font-family: Times, Times New Roman, serif; font-size: large;">He said the state had more than 1.5 lakh ex-servicemen and war widows, 12 military hospitals and 21 ECHS polyclinics rendering service to veterans. He said approximately 3,000 youths from the state get recruited into the Army every year. The Army Commander said promoting adventure and sports, disaster management, conservation of environment and providing job opportunities to youth were the focus areas of the Army in the state.</span></div>

<span style="font-family: Times, Times New Roman, serif; font-size: large;">The issues discussed in the conference included land acquisition, forest clearances, exemption from house tax and reduction of stamp duty for soldiers and ex-servicemen and exemption of VAT on electronic items purchased through CSD. The Army Commander also honoured SDM Karnaprayag Rahul Kumar Goel with Army Award of Commendation Card for his exemplary effort in remote border areas.</span></div>
